FEMA has ruled that Katrina-displaced citizens living in temporary FEMA trailers may not speak to reporters unless a federal official is present during the interview.
"If a resident invites the media to the trailer, they have to be escorted by a FEMA representative who sits in on the interview. That's just policy," says FEMA spokeswoman Rachel Rodi.

In the first one, a resident invited a reporter to her temporary home and security ordered the reporter off the property. In the second incident, a woman speaking to a reporter through a chain-link fence was ordered by security to return to her trailer.
